They give the businesses incentives like tax breaks, low-cost forgivable loans, grants, and utility discounts. These breaks for businesses can be more effective if they are tied to equity goals like increased wages and benefits. Implementing subsidy accountability will ensure that businesses who receive subsidies also support the community.
